Tri-agency Grants Management Solution (TGMS) Initiative

Mandate

The mandate of the TGMS External change agent network is to provide an ongoing bidirectional channel of communication and engagement between the initiative and the research community.

Authority

The TGMS External change agent network is intended to operate in the way deemed most efficient by the Vice-president, TGMS. The network does not have decision-making authority, but will provide recommendations to the TGMS senior leadership team for decision.

Cochairs

The TGMS External change agent network is comprised of two chairs: (1) the TGMS Director of Stakeholder engagement, change management and communications and (2) a member selected from the network.

Roles and responsibilities

The TGMS External change agent network consists of a group of representatives (ambassadors/change agents) from across the research community of the three granting agencies (CIHR, NSERC and SSHRC) tasked with the following responsibilities, including but not limited to:

  • Ensure effective and consistent communication by keeping their respective institutions updated on the ongoing progress of TGMS activities
  • Provide input concerning development, implementation, communications and training
  • Advise TGMS by identifying issues and challenges, and highlighting opportunities to add value
  • Acts as "data gatherer, educator, adviser, meeting facilitator and coach"
  • Help identify and smooth access to resources needed by various groups, knowing where to go for help.

Membership

The membership of the TGMS External change agent network:

  • Should be primary users of the current systems
  • Can be meaningfully engaged and work with the TGMS team on codesign
  • Will have a good understanding of local tri-agency system-related challenges and needs
  • Be able to engage across their institution
  • Will ideally include one representative at each institution with full eligibility at either CIHR, NSERC or SSHRC

Meetings

The network meetings are conducted every two months for one hour or as decided by the cochairs.

Evaluation

The terms of reference will be reviewed as needed and approved by the TGMS Board.

Reporting

The cochairs of the External change agent network will report to the Vice-president of TGMS regarding the activities of the network.

Renewal

The Tri-agency grants management solution (TGMS) External change agent network mandate will be reviewed annually by the TGMS Board.
